ARTICLE I MEETINGS
Section 1. Annual Membership Meetings – The annual general meeting of the members shall be held at the principal office of the association on the last Friday of March of each year. During such meeting the President will render his Annual Report to the members.

Section 2. Special Membership Meetings – The special general membership meeting may be called as the need thereof arises by the Board of Trustees or upon petition of one-third (1/3) of the general membership.

Section 3. Monthly Board Meeting – Monthly meeting of the trustees and the officers shall be called every end of the month by the President of the association. During such meetings, the President shall render his monthly report to the trustees and officers.

Section 4. Special Board Meeting – Special meeting of the trustees and the officers may be called as the need thereof arises by the President or upon petition of a majority of the trustees.

Section 5. Notices of the date, time and place of annual, monthly or special meetings of the members and of the trustees shall be given personally or by special delivery mail, at least one week before the date set for such meeting. In urgent cases, the notice may be communicated at least two days before the meeting personally or by telephone or by telegram, if personal contact is not possible. No other business shall be considered at such meeting except with the consent of all the members present.

Section 6. Waiver of notice – Notice of meeting may be waived verbally by any member attending it.

Section 7. Quorum -- A quorum for any meeting of the members shall consist of a majority of the members and a majority of such quorum may decide any question at the meeting except those matters where the Corporation Code requires the affirmative vote of a greater proportion.

Section 8. Order of Business – The order of business at the annual general meeting of the members shall be as follows:
a. Proof of service of the required notice of meeting, except when such notice is waived by the members constituting a quorum
b. Proof of the presence of a quorum.
c. Reading and approval of the minutes of the previous annual meeting, except when such Reading is dispensed with by a majority vote of those present.
d. Unfinished business.
e. Report of the President.
f. Election of the Trustees for the ensuing year.
g. Other matters.

The order of business at any meeting may be changed by a vote of the majority of the members present.

Section 9. Voting by Proxy -- Members shall be entitled to one vote each, and they may vote in person or by proxy, which shall be in writing and filed with the Secretary of the association before the scheduled meeting.

ARTICLE II TRUSTEES
Section 1. Board of Trustees – The corporate powers of the association shall be exercised, its business conducted and its property controlled by the Board of Trustees. The Board of Trustees shall exercise its powers and perform its functions as a collegial body and no trustee shall have individual power or function apart and separate from the board. They shall be elected at large by the members and shall hold office for three (3) years and until their successors are duly elected and qualified.

Section 2. Qualification – No member shall be eligible for election to the Board of Trustees unless he has the following qualifications:
1. An active member of the New Testament Church of Christ and of good moral standing In his/her congregation;
2. An active member of the PBCAA, Inc. and of good standing;
3. At least a graduate of Associate in Theology from PBC;
4. Willing to serve the association without compensation.
Section 3. Disqualification of Trustees or Officers – No member convicted of final judgment of an offense punishable by imprisonment for a period exceeding six (6) years, or violations of this code committed within five (5) years prior to the date of election or appointment, shall qualify as trustee or officer.

ARTICLE III OFFICERS
Section 1. Officers – The officers of the association shall be a President, an Executive Vice President, a Vice President for Luzon, a Vice President for the Visayas, a Vice President for Mindanao, a Secretary, a Treasurer, an Auditor, two Business Managers, and a Public Relations Officer. They shall be elected by the Board of Trustees from among themselves. The Board may combine compatible offices in a single person.
Section 2. Term of Office – All officers of the association shall hold office for three (3) years and until their successors are duly elected and qualified.

ARTICLE IV FUNCTIONS & POWERS OF OFFICERS
Section 1. President – The President shall be the Chief Executive Officer of the association. In addition to duties as such, he shall preside in all meetings of the Board of Trustees and of all the meetings of the members of the association.
He shall execute all resolutions and/or decisions of the Board of Trustees. He shall be changed with directing and overseeing the activities of the association. He shall appoint and have control over all employees of the association, review and approve expense vouchers. Together with the Secretary of the Association, he shall present to the Board of Trustees and to the members an annual budget and, from time to time as maybe necessary, supplemental budgets. He shall submit to the Board as soon as possible after the close of each fiscal year, and to the members at each annual meeting, a complete report of the activities and operations of the association for the fiscal year under his term.
Section 2. Executive Vice President – The Executive Vice President, if qualified shall exercise all powers and perform all duties of the President during the absence or incapacity of the latter and shall perform duties that maybe assigned by the Board of Trustees.
Section 3. Vice President for Luzon – The Vice President for Luzon shall be the contact person for all members in Luzon and shall coordinate activities of the Association in his area of responsibility. He maybe designated by the Board of Trustees as Executive Vice President in the event of vacancy of such office. He shall perform other functions as maybe assigned by the Board of Trustees.
Section 4. Vice President for Visayas – The Vice President for Visayas shall be the contact person for all members in Visayas and shall coordinate all activities of the Association in his area of responsibility. He maybe designated by the Board of Trustees as Executive Vice President in the event of vacancy in such office. He shall perform such other duties as maybe assigned by the Board of Trustees.
Section 5. Vice President for Mindanao – The Vice President for Mindanao shall be the contact person for members in Mindanao and shall coordinate all activities of the Association in his area of responsibility. He maybe designated by the Board of Trustees as Executive Vice President in the event of vacancy in such office. He shall perform such other duties as maybe assigned by the Board of Trustees.
Section 6. Secretary – The Secretary shall give all the notices required by these by-laws and keep the minutes of all meetings of the members and of the Board of Trustees and of all meetings of all committees in a book kept for the purpose. He shall keep the seal of the association and affix such seal to any paper or instrument requiring the same. He shall have custody of the correspondence files and all other papers that are to be kept by the Treasurer. He shall maintain the member’s register, have charge of the bulletin board at the principal office of the association. He shall also perform all such other duties and works as the Board of Trustees may from time to time assign to him.
Section 7. Treasurer – The Treasurer shall have charge of the funds, receipts and disbursements of the association. He shall keep all moneys and other valuables of the association in such bank or banks as the Board of Trustees may designate. He shall keep and have charge of the books of accounts which shall be open to inspection by any member of the Board of Trustees, whenever required, an account of financial condition of the association and of all transactions made by him as Treasurer. He shall also perform such other duties and functions as may be assigned to him by the Board of Trustees. (Last sentence which read, “He shall post a bond in such amount as maybe fixed by the Board of Trustees” was deleted).
Section 8. Auditor – The Auditor shall examine financial records and audit money. He shall also perform other functions as may be provided for by the Board of Trustees.
Section 9. Two Business Managers – The two Business Managers shall initiate and submit to the Board of Trustees a business plan for the association. They shall assist the President in the proper implementation of the business plan whenever approved by the Board of Trustees. They shall perform other functions as may be assigned to them by the Board of Trustees.
Section 10. Public Relations Officer – The Public Relations Officer shall be responsible for the promotion and protection of the name and public image of the association. He shall be in charge of all media relations and exposure. He shall assist the President and the Secretary in the proper dissemination of the information among members of the association. He shall perform such other functions as maybe assigned to him by the Board of Trustees.

ARTICLE V MEMBERS

Section 1. Qualification for Membership – The Board shall determine the qualifications of an applicant for membership.
Section 2. Rights of Members – A member shall have the following rights:
a. To exercise the right to vote on all matters relating to the affairs of the association;
b. To be eligible to any elective or appointive office of the association;
c. To participate in all deliberations/meetings of the association;
d. To avail of all the facilities of the association;
e. To examine all the records or books of the association during business hours;
f. To receive all benefits approved by the Board of Trustees.
Section 3. Duties and Responsibilities of Members – A member shall have the following duties and responsibilities:
a. To obey and comply with the by-laws, rules and regulations that may be promulgated by the association from time to time;
b. To attend all meetings that may be called by the Board of Trustees;
c. To pay membership dues and other assessments of the association.

ARTICLE VI BOARD OF ADVISERS
Section 1. Board of Advisers – A Board of Advisers shall be composed of Fifteen members to be selected by the Board of Trustees who will serve in a consultancy and advisory capacity to the association. It will be a collegial body which shall elect among its members a Chairman who shall be an ex officio member of the Board of Trustees of the association.
Section 2. Members – Members of the Board of Advisers shall be selected by the Board of Trustees from a list of nominees who are willing to serve. These may be persons who by virtue of their education, experience and stature in the community shall be able to contribute wise counsel and provide guidance to the association.
Section 3. Term of Office – The term of office of the Board of Advisers shall be co-terminus with the term of office of the Board of Trustees.
Section 4. Compensation – Members of the Board of Advisers shall receive no compensation for their services. Subject to an appropriation by the Board of Trustees, a reasonable amount of honorarium or per diem may be given each member of the Board of Advisers.

ARTICLE VII SUSPENSION, EXPULSION AND TERMINATION OF MEMBERSHIP
Section 1. Suspension, expulsion and termination of membership shall be in accordance with the rules and regulations of the association. Any member of the association may file charges against a member by filing a written complaint with the Secretary of the association. The Board of Trustees shall call a special meeting of the members to consider the charges. The affirmative vote of one third (1/3) of all the members of the association shall be necessary to suspend a member, provided, that where the penalty is expulsion, the affirmative vote of at least two thirds (2/3) of all the members shall be necessary to expel a member.

ARTICLE VIII FUNDS
Section 1. Funds – The funds of the association shall be derived from admission fees, annual dues and special assessments of members, gifts, donations or benefits.
Section 2. Fees and Dues – Every member of the association shall, in addition to the membership fee, pay dues and/or assessments that may be imposed by the association from time to time.
Section 3. Annual Membership Fee – Every member shall pay an annual membership fee of Php600 payable at Php50 per month provided, however, that a member may pay in advance the annual membership fee at a discounted amount of Php500. The Board of Trustees may increase/decrease the annual membership fee subject to the approval of a majority of the members at each annual general meeting.
Section 4. Lifetime Membership Fee -- Any member may choose to pay a lifetime membership fee in the amount of Php2500 payable once in advance in lieu of the annual membership fee. The Board of Trustees may increase the lifetime membership fee subject to the approval of a majority of the members at the annual general meeting, provided that such increase shall not apply to those who have already paid a lifetime membership fee prior to the approval of such increase.
Section 5. Disbursements -- Withdrawal from the funds of the association, whether by check or any other instrument, shall be signed by the Treasurer and countersigned by the President. If necessary, the Board of Trustees may designate other signatories.
Section 6. Fiscal Year – The fiscal year of the association shall be from January 1 to December 31 each year.

ARTICLE IX CORPORATE SEAL
Section 1. Form – The corporate seal of the association shall be in such form and design as may be determined by the Board.

ARTICLE X AMENDMENTS OF THE BY-LAWS
Section 1. Amendments – These by-laws, or any portion thereof, may be amended or repealed by a majority vote of the Board of Trustees and ratified by a majority vote of the members at any regular or special meeting of the general membership duly held for the purpose.

Adopted this 28th day of October 1989 in Baguio City by the affirmative vote of the undersigned members representing a majority of the members of the association in a special meeting duly held for the purpose.

1. The meeting was called to order at 1:45PM. Awarding of certificates of Appreciation to brethren Eusebio Tanicala & Santiago Sameon II for speaking during the October 2007 PBCAA Church Leaders Forum. Picture taking.

2. Minutes of September 15, 2007 & October 25,2007 are approved.
3. Letter directed to the Baguio Church of Christ leadership on PBC Administration improvement to be signed, then give to PBC.

7. PBC Grading System – Motion #1 It was moved and seconded that PBCAA BOT will ask PBC if there is a standard of grading system implemented and standard set of examination given. Approved.
8. New Business
8.1. Congregational singing improvement project. Objective is to train at least two song leaders in our own congregation to make our singing livelier, with proper tempo and alive. Brother Junas Sagurit will give Ph1000 to begin a regional singing fellowship with a space of three months. Trainors must be present all the time during practice.

Motion #2 It was moved and seconded that a group from PBCAA BOT will make the arrangement for the singing program. Training venue is PBC during the Summer time. Approved.

8.3. Brother Tom Holland speaks to PBCAA on February 25, 2008, PBC Library. Approved. Tom Holland Lectureship, February 21-23,2008, Consuelo Hotel,Lingayen, Pangasinan. Registration fee of Ph1000 subsidize.
8.4. Rabon Bible College will sponsor series of seminars on issues of the Holy Spirit, Gideon teaching on issues, anti-cooperation, etc. PBCAA will coordinate program.
8.5. Daniel Juralbal benevolence from PBCAA BOT Ph4500.
8.6. Brother Eusebio Tanicala going to Makilala for PBCAA. Tacurong next year.

Philippine Bible College Graduates Nine Young People

The Philippine Bible College in Baguio City awarded certificates to nine young people on April 30. These youngsters finished the two year classroom program. They are Wyler S. Addamag of Baguio City; Flordeliza de Pedro & Lermie de Pedro fo Calintaan, Occidental Mindoro; Daniel Dranciang of Quezon City; Herminio Ilumin, Jr. of Asingan, Pangasinan; Ralph Aaron Maninang & Raniel Maninnang of Mexico, Pampanga; Jun Michael Pauge of Cebu; and Rodrigo Pineda, Jr. of San Fernando City, Pampanga.

Bob Buchanan, evangelist based in Davao City was the guest speaker in the evening graduation while Won Young Hee of Seoul, Korea was the banquet speaker. Eusebio Tanicala inducted the nine graduates into the Alumni Association.

Philippine Bible College Alumni Homecoming ‘07

Close to one hundred alumni of Philippine Bible College came together during the 30 April homecoming. Free reading glasses were distributed by brother Arnold Zambrano. Brother Edwin Valencia and Jun Patricio gave away free T-Shirts.

To help the retired, under employed and unemployed alumni and their family members, a lecture on entrepreneurship was given by Arnold Zambrano. Edsin & Nancy Valencia demonstrated siopao making; Ms. Remedios of the Benguet State University discussed ube jam making, and Dakila Padua lectured on mushroom culture.

PBC Alumni and Church Leaders Hold Forum

On May 1, the Philippine Bible College Alumni Association sponsored a forum on “Abundant Giving.” Topics discussed were “Measures of Giving in the Patriarchal, Mosaical and Christian Dispensations” by Arnold Zambrano; “Expressions and Arguments Generally Used by Filipino Preachers: Their Weakness” by Eusebio Tanicala; “The Psychology of Giving” by Edwin Valencia; Gilbert Trani lectured on “Planning & Budgeting as Tools in Abundant Giving and Church Growth.”

Zambrano and Valencia stressed that abundant and sacrificial giving is an expression of love for the Lord, a support for church work, an acknowledgment of the rich providential blessings of God, a material investment with spiritual profits.

On the other hand, Tanicala made the observation that many preachers use expressions like, “tithing has been taken out and is not binding,” and leaves the impression that giving is below ten percent; and some pray “Lord, bless those who give as well as those who cannot give,” with the impression that non-givers harvest the same blessings as those who give; “give as you prosper” “as one purposes in his heart, not grudgingly or of necessity” leaving the impression that the individual is left to his own to determine the amount by self-measuring his own prosperity, and give the amount that which is not begrudged. Another expression based on the widow’s mite is “even if the amount you give is very small, the Lord welcomes it” leaving the impression that the small contribution makes God happy. Preachers and Bible teachers emphasize the smallness of the coin instead of what is left inside the pocket or purse of the widow. These were explained in the context of the passages.

“I’m happy to hear those words about abundant giving,” remarked Bob Buchanan.

specifics to the committee; recommend to the committee to meet before
March 10, 2007 to discuss the subjects.

Motion #3 – The body amended membership of the masteral committee that since brother Santiago Sameon II is going to the Visayas for preaching that sister Sarah Sameon be included in the committee. Approved.

B. New Business:
1. New disk & CD rom for computer donated by brother Pablo Lachica in the
amount of Php4,500. Recognized and thanked for.
2. Place this donated computer for PBC students’ research use under the
supervision of sister Rebecca Braga in LTE Room #2. Approved with

bcaa Anastacio Munda Cruz’ Departure

Died Sept. 10 and was buried Sept 23 in Lingayen, Pangasinan. He lived and preached for many years in his native town.

David Lachica, Sr. of Davao del Sur Departs

Died December 15^th at 2 pm; burial at 2pm Dec.28^th.

He was instrumental in the establishment of several congregations in Jose Abad Santos town in Davao del Sur. Also he served several terms as municipal mayor of Jose Abad Santos.

Norberto Onez’s Departure

Died December 15^th at ten in the evening; burial Dec. 22 in the afternoon. At the time of his demise, he was the director of the Southern Mindanao Bible College that operates in Makilala and also the minister of the congregation in the downtown area of Kidapawan City, Cotabato.

PBCAA General Assembly and Business Meeting

Death by Ministry

At our recent Reform & Resurge Conference in Seattle, my good friend Pastor Darrin Patrick from The Journey in Saint Louis spoke frankly of the burden that pastoral ministry is. I have pushed myself to the edge and over the edge of burnout throughout my nearly ten years in vocational ministry. Subsequently, I have been doing a great deal of research that I am compiling in hopes of not only improving my own life but also the lives of the leaders at Mars Hill Church and the churches in our Acts 29 Network. As a leader I commonly set the pace of ministry for those under me, which can lead to wholesale burnout of others if I don't learn this lesson and teach it to others.

The following points that I pray are helpful are some brief thoughts from what God has been teaching me as of late. Lastly, the fact that at least twenty-two separate organizations exist in the U.S. solely to deal with pre- and post-pastoral burnout indicate that this is a widespread problem that has only been identified and researched since the 1950s.

Part 1 Some Statistics

The following statistics were presented by Pastor Darrin Patrick from research he has gathered from such organizations as Barna and Focus on the Family.
Pastors

Fifteen hundred pastors leave the ministry each month due to moral failure, spiritual burnout, or contention in their churches.

Fifty percent of pastors' marriages will end in divorce.

Eighty percent of pastors and eighty-four percent of their spouses feel unqualified and discouraged in their role as pastors.

Fifty percent of pastors are so discouraged that they would leave the ministry if they could, but have no other way of making a living.

Eighty percent of seminary and Bible school graduates who enter the ministry will leave the ministry within the first five years.

Seventy percent of pastors constantly fight depression.

Almost forty percent polled said they have had an extra-marital affair since beginning their ministry.

Seventy percent said the only time they spend studying the Word is when they are preparing their sermons.

Pastors' Wives

Eighty percent of pastors' spouses feel their spouse is overworked.

Eighty percent of pastors' spouses wish their spouse would choose another profession.

The majority of pastor's wives surveyed said that the most destructive event that has occurred in their marriage and family was the day they entered the ministry.

Part 2 Some Signs

The following are indicators that ministry leaders are heading toward burnout, if not already there. Sadly, we too often become so focused on our tasks and responsibilities that we fail to see these warning signs until it is too late.

Unusual mood swings that may include weeping without just cause, anger, or depression

Exhaustion

Paranoia and suspicion

Weight change, including gain or loss

Moments of panic and feeling totally overwhelmed

Fantasizing about dying or running away to get away from the pressure

Fight-or-flight cycles where you rise up to intimidate and conquer others or run away from difficulties just to avoid them

Insomnia, including difficulty falling asleep or remaining asleep, which can lead to a reliance on sleeping pills

Too frequent use of alcohol or tobacco

High blood pressure

Comforting yourself with unhealthy foods packed with fat, sugar, and simple carbohydrates

General irritability

Reckless driving

Change in sexual desire of either noticeable increase or decrease

Notable ongoing sexual temptation

Health-related issues such as irritable bowel syndrome, headaches, heart trouble, chronic sickness, and stomach problems including ulcers

A victim mentality that sees the world as against you and everyone as an enemy to varying degrees

Shopping sprees and unnecessary financial spending

Reliance on caffeine to self-medicate

Children, friends, and loved ones begin to feel like yet another burden

Part 3 Some Solutions

The following are simply some things I do in my own life that I have found helpful to prevent me from dying a death by ministry.

1. Fill your plate In a conversation with Pastor Wayne Cordeiro of New Hope Christian Fellowship in Hawaii, he gave some very sagely advice. He said that each person's plate is a different size; each person needs to first find the size of their plate and then fill it only with those things that are of highest priority. And, before adding any additional things to our full plate, we must take something else off to leave space for the new duty. Finding the size of one's plate takes time and attention. For example, I have personally seen that high-level leaders have an energy level that is unusually high and those working under them who seek to keep up with their pace find themselves quickly burning out.

2. Exercise Sadly, most pastors and Christian leaders I know are woefully out of shape. Many of them pound their pulpits against rock music and alcohol while their huge gut jiggles in mockery of their own gluttony. In the early years of our church plant, I ate poorly, slept infrequently, and lived off of the constant adrenaline of perpetual stress. As a result, I weighed 235 pounds at my highest point. Through regular diet and exercise I dropped back down to a lean 190 pounds. But in the past year I have seen my weight climb back up to 210 pounds as my diet and exercise routine has been trashed by laziness, travel, and the constant state of emergency. So, yesterday I cleaned out my garage and plugged my treadmill back in so I can resume daily running and lifting conveniently at home. I got started exercising this morning. I find that when I work out, I drop weight, feel better, sleep better, and am better able to lead out of health with energy. The experts say the best time to exercise is in the morning and those who work out early in the day are most likely to remain on an exercise regimen.

3. Do not allow technology to be your Lord A recent issue of Fortune magazine had an insightful article about the average day of some of the most successful CEOs in the country. These people lived lives ruled by technology, including spending whole days each week doing nothing but obsessively responding to every single email they received. The article mentioned that the average American worker is interrupted once every eleven minutes and takes twenty-five minutes to refocus on their original task. The problem is that the alarms and bells of our technology deceive us into reacting to them even when the matter they call us to is neither urgent or important. So, turning off the chime and vibrate on your phone, only checking your voicemail and email on certain days at certain times, and turning the notification off on your email will itself go a long way toward your healing. You won't have the unpredictable fire drill caused by the bells of technology. Imagine what the world must have been like before the 1200s when the first mechanical clock was invented, or before minute and second hands were added in the 1600s, or before 1879 when Edison produced the first light bulb, thereby enabling us to stay up all night.

4. Sabbath This includes taking five minutes off every hour to catch your breath, go for a walk, stand up at your desk, etc. It includes taking thirty to sixty minutes off a day to nap, go for a walk, read, garden, or whatever else releases your pressure and helps you to relax. This also means taking one day off a week to Sabbath, including a date night if you are in a serious relationship or married. This also includes a day or two off a month for silence and solitude and a few weeks a year for an actual vacation that does not leave you more tired than before it began.

5. Pick a release valve Because ministry causes pressure, any leader without an acceptable release valve will either burn out from stress or blow up from sin. So, the key to releasing pressure is to find and use an acceptable release valve. This may include exercise, gardening, a hobby, journaling, or my favorite, dropping the top on my Jeep and heading into the mountains for a day of adventure to find new lakes to swim in.

6. Work on your life, not just in it Rather than just pulling more hours and trying harder, time needs to be regularly taken to pull back and look at your life so that you can work on it rather than just run in it. For me this includes printing out my schedule every few months to review how I spent my time and inform my assistant of what was a waste of time that should not happen again. This also means taking time to read books on the issue of time management and burnout and biographies of great leaders to learn from their lives, and possibly even taking time to meet with a Biblical counselor to get insight on your own life and tendencies.

7. Leave margin When we push our bodies, schedules, minds, and budgets to the point where there is no margin, all that it takes to destroy us is one unforeseen expense, one small emergency, or one small cold. Therefore, leaving margin is the key to not being crushed when life does not go according to plan. This means leaving extra money in the bank, leaving extra time between appointments, and preparing to arrive at places early so that if there is traffic you will still be on time and not stressed.

8. Spend most of your time training leaders While thousands of people came to see Jesus, only a handful really knew Him, and only three knew Him intimately. This is because Jesus spent his time training leaders to do ministry and without doing the same we will die from our work and sadly see it die with us as well.

9. Work from conviction, not guilt Conviction comes from God and guilt comes from people. The key to being both fruitful and healthy is to do what God wants and not always say yes to or let yourself be pushed around by people who are demanding and have perfected the art of making you feel guilty if you do not do what they demand.

PREACHER & LEADERSHIP TRAINING ON PANAY ISLAND

The one-week monthly meeting of students of the Philippine Institute of Biblical Studies which is coordinated by brother Reuben Emperado (BTh) will be held in Kalibo, Aklan on July 10-14. In conjunction with the PIBS class, congregational leaders will also be present and lessons on the Minor Prophets will be presented. Brother Merare Garovillo, another alumnus, teaches Homiletics and Greek in thPIBS program. Eusebio Tanicala has been invited by Sammy Sinco to serve as one of the resource speakers.

PANGASINAN SPEAKING CONGREGATIONS HOLD FELLOWSHIP

Brother Emilio Panday (BTh) reports that eighteen Pangasinan speaking congregations held their 45^th quarterly fellowship-seminar on June 24 in Bayaoas, Aguilar, Pangasinan. Brother Panday ministers to the Bayaoas congregation.

EVANGELISM IN THE NEGROS PROVINCES

Brother Santiago Sameon II (BTh 65). current PBCAA Vice President for the Visayas again made his annual “Summer Bible Campaign” that started on April 5 and ended on May 28 on Negros Island in the Visayas. He visited 33 places, delivered 38 messages, gave 42 lectures, conducted 43 open forum, made 17 home visits, solemnized 3 wedding ceremonies, conducted 3 funeral vigils, assisted in 44 song practice. In cooperation with local congregations’ their efforts resulted to a total of 127 baptisms.

EVANGELISM IN TARLAC AND PANGASINAN

Based on a text report of brother Emilio Panday, there is a total of 41 souls baptized in a campaign conducted on June 13-18. There were many brethren who were involved in this campaign. Some of them are PBC-Baguio alumni like Ruben Mendoza, Rogelio Bernardo, Alma Paiso and Emilio Panday. Towns in Tarlac province they touched during the said period were San Clemente, Gerona, Paniqui and Camiling. Towns in Pangasinan they served are Alaminos, Lingayen, Mangaldan, Bugallon, Aguilar, Mangatarem and Urdaneta.

EVANGELISM IN ILOCOS SUR

From May 31 to June 3, Dick Baguioen and Eusebio Tanicala were in San Emilio, Ilocos Sur. They gave evangelistic lessons for three nights and conducted leadership training among church leaders at day time. Eight souls were immersed into Christ Jesus in the morning of June 3 at the beach in Santiago, Ilocos Sur. PBC alumni who participated in the evangelistic work and are serving congregations in San Emilio are Leon Lais, Cesar Comullob and Arturo Galusan.

EVANGELISM IN ISABELA

Coordinated by brethren Dick Baguioen and Edward Tangunan, follow-up gospel campaign will be conducted in the towns of San Mateo and Quezon in western Isabela during the first week of July. Ken Wilkey is expected to participate. Teams will knock on doors and distribute tracts. The campaigners will seek to arrange for home Bible studies with interested prospects.

MINDANAO PBC ALUMNI VISITED

PBCAA board of trustee Executive Vice President Jun Patricio made a trip to Mindanao in May. He was able to meet some of the alumni like Dante Neyra, Bayani Neyra, Lolina Dagaang-Neyra, Mr/Mrs Dante Dumali, Ernesto Rigor, Gabriel Valdez, Moreno Marquez, Dencio Solis, Jun Bravo, Primo Rivera, Peter Dacusin, Resty Vicente. Plans are being made by the board of trustees that a gathering of Cotabato-Davao alumni be held in Central Mindanao and another meeting in the northeastern part of Mindanao.

Three Scholarship Slots Funded by PBCAA Board of Trustee

The PBCAA board of trustees has lived up to its commitment to sponsor students at Philippine Bible College. Starting this June 2006, three full-time students receive stipend amounting to two thousand pesos each or a total of six thousand pesos every month. Initially, this amount comes from the personal pocket of the board members.

Enrolment at PBC-Baguio Jumps Up to 68

The first semester which started June 13 reveals that there are 68 enrolled at Philippine Bible College-Baguio. Thirty four are full-time and the other half are part-time students. Of the 34 full-time students there are 27 males and 7 females.

Personal information received from brother Apolinar Cahulogan of Guindulman, Bohol relayed thro Eusebio Tanicala says that brother Alfonso Blen, Jr. (BTh) departed last May 10 and was buried May 18^th in Bohol. Brother Alfonso Jr. preached in Tagbilaran City for many years.

On June 14, brother Francisco Velasco went on to his reward. He was one among the very first students of Philippine Bible College in 1948 in Tayug, Pangasinan. He served in the government until his retirement when he returned to his native town of Natividad, Pangasinan and over there he attended the congregation that meets at Batchelor West. For several years he also served as an elder with the congregation at 31 Samar Avenue, Quezon City.

PBC alumni are hereby assured that association funds are safeguarded. Members of the board of trustees pay their own fare going to and from the business meeting that is held every last Saturday of the month.
Members of the board of trustees rotate in hosting the monthly business meeting -- the host provides lunch and merienda. Again, no money from the PBCAA treasury is ever used to buy food during board meetings.
Even the snacks that were served during the December 2005 PBC Alumni fellowship and in the March 31-April 1, 2006 alumni fellowship were donated or sourced by members of the Board of Trustees and not taken from the registration fee nor from the PBCAA treasury.
Members of the Board of Trustees would like to assure the alumni that the trustees’ service in the alumni association is without honorarium and without monetary incentives. Service is inspired by our common goal to train more young people for the different church ministries for them to become local preachers, evangelists, children’s teachers, congregational leaders, to name a few.

PBCAA Board of Trustees Resumes Monthly Meeting; Minutes of June 24 Meeting.

Because of the many congregational activities like regioncal fellowships, forum, camps, retreats, gospel meetings and gospel campaigns in the months of April and May the board of trustees suspended the monthly meetings for two months. On June 24, in Baguio City, the monthly meeting was resumed. It was hosted by brother Eusebio Tanicala.

Minutes of the March 31, 2006 PBCAA General Assembly Meeting was read. Upon motion of Arnold Zambrano which was seconded by Jun Patricio, the minutes of the 31 March 2006 General Assembly meeting was approved as read by Rachel D. Cabuenas who acted as secretary during the general assembly deliberations with the following updates:

The promised book donation from Salvador Cariaga has been delivered through brother Jun Patricio. PBC administration is encouraged to write a letter of acknowledgement and appreciation. Brother Cris Sacayanan writes the said letter.
In conjunction with donations, brother Cris Sacayanan revealed the plan of some Korean brethren to bring in used computers. Because of customs duties and expenses in converting the programs from Korean to English, the donors should be advised of other possible forms of donations. Brother Cris Sacayanan will relay the ideas brought out in the meeting.

Evaluation of the March 31-April 1, 2006 General Assembly Meeting and Fellowship.

During years the Panagkakadua is held in Baguio, the PBCAA general assembly & fellowship should be held proximate to the former to lessen expenses and time.
End of March is much too early, so consider holding it after the annual National Ladies Retreat about the end of April.
Consider eliminating the registration fee. Those attending will buy own food and stay at PBC or anywhere they choose to.
Consider organizing chapters in Mindanao and the Visayas and the BT will go meet the alumni. It was revealed by Jun Patricio that brother Gabriel Valdez is planning on organizing a fellowship of Mindanao alumni. Because of this plan, the Board of Trustees should write a letter encouraging the plan to realization.
More information dissemination that should include benefits members could derive from attending the fellowship.
Consider handing giveaways like Tshirts, caps, reading glasses, sunglasses, etc

Submission of PBCAA Business Plan. Brother Arnold Zambrano will again present the PBCAA Dream which he presented during the general assembly last April.

Consider integrating in the PBC curriculum the idea and practice that congregations should be involved in employing and working with graduates.
Consider conducting seminars for church leaders to promote congregational involvement in employing and working with graduates.

PBCAA Scholarship Fund campaign for three PBC students:

No response yet from alumni to the appeal letters that were sent to them.
Bro Sacayanan suggested that the PBCAA support 5 students since there are no graduates who are going to the preaching field, but it was revealed that the funds available is good for three students.
The BT will write a letter to the members of the Board of Advisers to also sponsor PBC students under the umbrella of the PBCAA.
Since the PBCAA has not formulated guidelines for the selection of PBCAA scholars, it was agreed that PBCAA scholarship funds will be handed to the PBC administration to be given to those accepted and approved students who may enjoy the privilege of receiving the monthly stipend of two thousand pesos each.
Each PBCAA BT member will contribute five hundred pesos each month during the school calendar months. Contributions should be handed to the treasurer at the last Saturday of each month when the regular meeting is held.

PBCAA sponsored continuing education (Ministerial Educational Enhancement). Because brother Sameon could not locate his file where his plans are placed, discussion on this matter is tabled for next meeting.
PBCAA will again write sister Perse J. Trinidad explaining the Php10,000 death benefit she expects from the association in relation to the payment of a “Lifetime Membership fee” because of a duplicate letter complaint shown to the board. Since there is no formal letter complaint that was received that is directed to the Board of Trustees, writing will be done later.

New Business

Bro Jun Patricio suggested that accreditation for Philippine Bible College be worked out with CHED. Brother Sameon suggested that we should first know what Baguio Church is planning for the school because it is useless to discuss and make plans since the PBCAA does not own and control the school and the facilities. Brother Cris Sacayanan is asked to check up with the Baguio church about this matter.
It was suggested that brethren Pablo Lachica and John Quiniones be asked to attend the July 29, 2006 meeting so that they could shed light on the complaint of sister Perse J. Trinidad.
Sister Rachel Cabuenas will host the July 29 meeting in Baguio.

Brother Melchor Fontanilla’s Burial

Reports from PBC alumnus Jesse Fontanilla say that his father, long time evangelist Melchor Domingo Fontanilla, went to his rest May 16^th and was buried on May 25th in Tacurong City, Sultan Kudarat. All the children, including those living abroad, have come home to see the remains of their beloved father.

Church Planting Starts in Agoo, La Union

PBC alumnus Trifon M. Lachica who is now a full-time evangelist based in Pongpong, Santo Tomas, La Union coordinates a church planting project in the southern La Union town of Agoo. Distribution of tracts and WBS flyers started on May 23^rd. The members of the Pongpong church are behind this project with assistance from Dick Baguioen, Alexander Coloma and Eusebio Tanicala, among others. This town is the commercial and educational center of southern La Union. It is hoped that a new congregation will be established in the town proper.

Evangelism Continues in Apayao

Brother Warner A. Macusi of Dingras, Ilocos Norte, a PBC alumnus, is an active participant in sharing the pure gospel in the northern part of Apayao province. Although he is a Civil Engineer and a building contractor by secular profession, he finds time to carry out his share in spreading the good news of salvation in Jesus Christ. Another follow-up preaching in Apayao is planned for May 29-31. A new church has been planted in this area on the third week of February.

Prayers and Supplications Needed

Brother Romeo Nonog, evangelist who is based in Laoag City, Ilocos Norte, was rushed to the provincial hospital due to hypertension in the early morning of May 20^th according to a text message of Roger T. Nonog. Brother Romeo and sister Violeta Nonog both attended Philippine Bible College. All their children (three sons and two daughters) have attended Philippine Bible College. Fellow alumni are encouraged to lift up to the Lord the case of brother Romeo. May he recover and continue to serve the Christ in this northern Luzon province.

Leadership Training Seminar in Ilocos Sur

PBC alumnus Arturo Galusan of San Emilio, Ilocos Sur has invited Eusebio Tanicala and Dick Baguioen to conduct a seminar for church leaders in his town. Church leaders of three congregations in the area will come together for this June 1-2 affair. Brother Leon Lais and Cesar Comullob, both alumni of PBC are active leaders in the churches in Ilocos Sur.

Board of Trustees Monthly Meeting Resumes in June

Members of the PBCAA board of trustees took advantage of the April-May vacation to go into many areas of the country participating in gospel meetings, church planting campaigns, lectureships, seminars and Vacation Bible School classes. So meetings in April and May were suspended. But the regular monthly meeting resumes on June 24^th.

South Cotabato PBC Alumni Meeting

PBCAA Executive Vice President Jun Patricio met in the fourth week of May with all PBC alumni who are now living in the province of South Cotabato and Sultan Kudarat.

PHILIPPINE BIBLE COLLEGE ALUMNI ASSOCIATION, INC

ARTICLE I

Meetings

Section 1. Annual Membership Meetings – The annual general meeting of the member shall be held at the principal office of the association on the last Friday of March of each year. During such meeting the President will render his Annual Report to the members.

Section 2. Special Membership Meetings – The special general membership meeting may be called as the need thereof arises by the Board of Trustees or upon petition of one-third(1/3) of the general membership.

Section 3. Monthly Board Meeting – Monthly meeting of the trustees and the officers shall be called every end of the month by the President of the association. During such meetings, the President shall render his monthly report to the trustees and officers.

Section 4. Special Board Meeting – Special meeting of the trustees and the officers may be called as the need thereof arises by the President or upon petition of a majority of the trustees.

Section 5. Notices – Notices of the date, time and place of annual, monthly or special meetings of the members and of the trustees shall be given either personally or by special delivery mail, at least one week before the date set for such meeting. In urgent cases, the notice may be communicated at least two days before the meeting personally or by telephone or by telegram, if personal contact is not possible. The notice of every special meeting shall state briefly the purpose or purposes of the meeting. No other business shall be considered at such meeting except with the consent of all the members present.

Section 6. Waiver of notice – Notice of meeting may be waived verbally by any member attending it.

Section 7. Quorum – A quorum for any meeting of the members shall consist of a majority of the members and a majority of such quorum may decide any question at the meeting except those matters where the Corporation Code requires the affirmative vote of a greater proportion.

Section 8. Order of Business – The order of business at the annual general meeting of the members shall be as follows:

a) Proof of service of the required notice of meeting, except when such notice is waived by the members constituting a quorum.

b) Proof of the presence of a quorum.

c) Reading and approval of the minutes of the previous annual meeting, except when such reading is dispensed with by a majority vote of those present.

d) Unfinished business.

e) Report of the President.

f) Election of the Trustees for the ensuing year.

g) Other matters.

The order of business at any meeting may be changed by a vote of the majority of the members present

Section 9. Voting Proxy – Members shall be entitled to one vote each, and they may vote either in person or by proxy, which shall be in writing and filed with the Secretary of the association before the scheduled meeting.

ARTICLE II

Trustees

Section 1. Board of Trustees – The corporate powers of the association shall be exercised, its business conducted and its property controlled by the Board of Trustees. The Board of Trustees shall exercise its power and perform its functions as a collegial body and no trustee shall have individual power or function apart and separate from the board. They shall be elected at large by the members and shall hold office for three (3) years and until their successors are duly elected and qualified.

Section 2. Qualifications – No member shall be eligible for election to the Board of Trustees unless he has the following qualifications:

An active member of the New Testament Church of Christ and of good moral standing in his/her congregation;

An active member of the PBCAA, Inc. and of good standing;

At least a graduate of Associate in Theology from PBC;

Willing to serve the association without compensation.

Section 3. Disqualification of Trustees or Officers – No member convicted of final judgment of an offense punishable by imprisonment for a period exceeding six (6) years, or violation of this code committed within five (5) years prior to the date of election or appointment, shall qualify as trustee or officer.

ARTICLE III

Officers

Section 1. Officers – The officers of the association shall be a President, an Executive Vice President, a Vice President for Luzon, a Vice President for Visayas, a Vice President for Mindanao, a Secretary, a Treasurer, an Auditor, two Business Managers and a Public Relations Officer. They shall be elected by the Board of Trustees from among themselves. The Board may combine compatible offices in a single person.

Section 2. Term of Office – All officers of the association shall hold office for three (3) years and until their successors are duly elected and qualified.

ARTICLE IV

Function & Powers of Officers

Section 1. President – The President shall be the Chief Executive Officer of the association. In addition to duties as such, he shall preside in all meetings of the Board of Trustees and of all the meetings of the members of the association.

He shall execute all resolutions and/or decisions of the Board of Trustees. He shall be charged with directing and overseeing the activities of the association. He shall appoint and have control over all employees of the association, review and approve expense vouchers. Together with the Secretary of the Association, he shall present to the Board of Trustees and to the members an annual budget and, from time to time as may be necessary, supplemental budgets. He shall submit to the Board as soon as possible after the close of each fiscal year, and to the members at each annual meeting, a complete report of the activities and operations of the association for the fiscal year under his term.

Section 2. Executive Vice President – The Executive Vice President, if qualified shall exercise all powers and perform all duties of the President during the absence or incapacity of the latter and shall perform duties that maybe assigned by the Board of Trustees

Vice President for Luzon – The Vice President for Luzon shall be the contact person for all members in Luzon and shall coordinate activities of the Association in his area of responsibility. He shall keep the seal of the association and affix such seal to any paper or instrument requiring the same. He shall have custody of the correspondence files and all other papers that are to be kept by the Treasurer. He shall maintain the members’ register, have charge of the bulletin board at the principal office of the association. He shall also perform all such other duties and works as the Board of Trustees from time to time assign to him.

Section 7. Treasurer – The Treasurer shall have charge of the funds, receipts and disbursement of the association. He shall keep all moneys and other valuables of the association in such bank or banks as the Board of Trustees may designate. He shall keep and have charge of the books of accounts which shall be open to inspection by any member if the Board of Trustees, whenever required, an account of financial condition of the association and of all transactions made by him as Treasurer. He shall also perform such other duties and functions as may be assigned to him by the Board of Trustees. (Last sentence which read, “He shall post a bond in such amount as may be fixed by the Board of Trustees” was deleted).

Section 8. Auditor – The Auditor shall examine financial records and audit money. He shall also perform other functions as may be provided for by the Board of Trustees.

Section 9. Two Business Managers – The two Business Mangers shall initiate and submit to the Board of Trustees a business plan for the association. Section 10. Public Relations Officer – The Public Relations Officer shall be responsible for the promotion and protection of the name and public image of the association. It will be a collegial body which shall elect among its members a Chairman who shall be an ex officio member of the Board of Trustees of the association.

Section 2. – Members – Members of the Board of Advisers shall be selected by the Board of Trustees from a list of nominees who are willing to serve. These may be persons who by virtue of their education, experience and stature in the community shall be able to contribute wise counsel and provide guidance to the association.

Section 3. Term of Office – The term of office of members of the Board of Advisers shall be co-terminus with the term of office of the Board of Trustees.

Section 4. Compensation – Members of the Board of Advisers shall receive no compensation for their services. Subject to an appropriation by the Board of Trustees, a reasonable amount of honorarium or per diem may be given to each member of the Board of Advisers.

ARTICLE VII

Suspension, Expulsion and Termination of Membership

Suspension, expulsion and termination of membership shall be in accordance with the rules and regulations of the association. Any members of the association may file charges against a member by filing a written complaint with the Secretary of the association. The Board of Trustees shall call a special meeting of the members to consider the charges. The affirmative vote of one third (1/3) of all the members of the association shall be necessary to suspend a member, provided, that where the penalty is expulsion, the affirmative vote of at least two thirds (2/3) of all the members shall be necessary to expel a member.

ARTICLE VIII

Funds

Section 1. Funds – Te funds of the association shall be derived from admission fees, annual dues and special assessments of members, gifts, donations or benefits.

Section 2. Fees and Dues – Every member of the association shall, in addition to the membership fees, pay dues and/or assessments that may be imposed by the association from time to time.

Section 3. Annual Membership Fee – Every member shall pay an annual membership fee of Php600 payable at Php50 per month provided, however, that a member may pay in advance the annual membership fee at a discounted amount of Php500. The Board of Trustees may increase/decrease the annual membership fee subject to the approval of a majority of the members at each annual general meeting.

Section 4. Lifetime Membership Fee – Any member may choose to pay a lifetime membership fee in the amount of Php2,500 payable once in advance in lieu of the annual membership fee. The Board of Trustees may increase the lifetime membership fee subject to the approval of a majority of the members at the annual general meeting, provided that such increase shall not apply to those who have already paid a lifetime membership fee prior to the approval of such increase.

Section 5. Disbursements – Withdrawal from the funds of the association whether by check or any other instrument, shall be signed by the Treasurer and countersigned by the President. If necessary, the Board of Trustees may designate other signatories.

I think I shall never see a tree as special as this one. Remember this tree? For the many students of PBC this is the tree that stood by and watched you grow. It is found in one corner fronting the Gregorio-Sameon Building.

This cypress tree, for me, has sentimental value. It is a silent witness to the numerous challenges that PBC went through. Many of us remember how this tree watched over the students while they sauntered about after classes. It was sometimes a lover's nook, providing the romantic ambiance for the young people in love. For some it was a place of meditation - where prayers were uttered. It was made as a make shift tree house by the children who frequented the grounds. Now it is a parking lot. Some have attempted to cut the tree because it "does not belong" in the landscape. But we think, it just needs trimming and nourishing to make it stand out or at the very least, a part of the landscape. Much like the preachers that PBC produced. All that is needed would be the trimming and the caring.

PBCAA alarmed at preacher shortage

BAGUIO CITY - April 1, 2006 - The Philippine Bible College Alumni Association, Incorporated (PBCAA) is alarmed at the state of the Churches of Christ in the Philippines by citing the shortage of qualified preachers during its Alumni Homecoming activities held at 18 Rimando Rd., Baguio City.

According to Arnold Zambrano, a graduate of PBC, there are only 36 full time preachers in the Philippines today. In a report he presented at the homecoming, there are about 610 congregations around the archipelago with an average membership of forty. By rough estimates, there are only 24,400 saints in the country or a ratio of 1:3,442 (one christian in every 3,442 Filipinos).

Since its establishment in 1948, PBC in Baguio City has been the premiere preaching school in the Philippines producing quality preachers until it experienced sponsorship difficulties. Sadly, only a few of the more than 500 graduates have pursued a preaching career.To address the shortage, the PBCAA has lent its support to the Philippine Bible College by committing to assist in the operations of the Bible school through mobilizing its graduates to generate resources for the needs of the students.

The top priority of the association is the granting of scholarhips to three deserving students. Also they have agreed to help generate needed resources for the needs of the school. A list was provided by Bro. Cristino Sacayanan, President of PBC.

Bro. Zambrano was tasked by the PBCAA Officers to present the report.

A Short History of PBC

The Philippine Bible College (PBC) was first established as the “Bible Department” of the Luna Colleges in Tayug, Pangasinan in July 1948 under the sponsorship of the Southwest Church of Christ in Los Angeles, California, USA. Teaching the Bible in the Luna Colleges classrooms and in the community resulted in the conversion of people which formed the nucleus of the new congregation.

A chapel was built for the church at Plaridel St., Tayug, Pangasinan, and in February 1950, the Bible Department moved into it. Another change of location happened in July 1952 when faculty members and students came up to Baguio City. Classes were held in a rented concrete edifice along Mabini St., while housing were at the New Lucban Extension then at Zarate Building near Burnham Park.

Lots along Rimando Road were soon bought and in 1958 a four storey edifice started to rise which is now known as the Sharon Lodge. By the mid-1960s, a massive three storey building rose up which was named Sameon-Gregorio in honor of two former students.

Through the portals of this campus passed scores of individuals who are now preachers serving the Philippine brotherhood.

deposited to a separate bank account as soon as the amount in the

4. Brother Pablo Lachica delivered a one (1) unit of personal computer with printer.

A letter of resignation filed by brother Pablo Lachica was read before the group.Also add in the letter that we honor and respect his feelings but with the hope that he will reconsider his decision and will continue to serve. Brother Eusebio Tanicala will take over as Vice President for Luzon for one year in a concurrent capacity. Brother Cristino Sacayanan will talk to him to clarify matters.

Market to the Baguio group.

1.2. Major Rolando Dumawa gave the group a tour around the Fort especially at the
AFP Museum – the tour was very educational.

3.2. Too many church and social activities at this time of the year coinciding with

5.9. Motion # 3 – It was moved and seconded that the PBCAA Officers, through

donations, will subsidize the food budget. Approved.

6. Continuing education for PBCAA – tabled for next meeting

Brother Cris Sacayanan, PBC Director, suggested thru sister Rebecca Braga the following idea: That the Philippine Bible College would like to have the first PBC graduation on March 31, 2006 in the afternoon, followed by a banquet to coincide with PBCAA general assembly meeting. Reasons: So that alumni can witness the graduation program, the graduates will be inducted into the association, and there will be an audience. Banquet arrangement: Alumni who register to attend pays their own plate, PBC will pay own plate for graduating students and staff members.

2. Motion # 4 – That PBC graduation on March 31, 2006 will coincide with PBCAA general assembly. Approved.

4. Strategy for building up PBCAA Scholarship Fund

a) Information given by brother Cris Sacayanan, PBC Director; School year 2006-2007 the amount of Php2,000 per student shall be given.

b) Motion #2 – A motion by brother Arnold Zambrano which was duly seconded, that the PBCA Board of Trustees will sponsor at least five(5) students starting school year 2006-2007. Approved. (Explanations: If Board of Trustees cannot produce the amount from among themselves, additional funding could be sourced from other individuals or institutions. The students will be called “PBCAA Scholars.” The PBCAA officers will be the screening committee to select the students who will enjoy the scholarship.)

c) Motion #3 – A motion by brother Arnold Zambrano which was duly seconded, that the PBCAA Board of Trustees will write a letter encouraging the PBCAA Board of Advisers to sponsor also at least five(5) students and provide scholarship fund starting school year 2006 onward. Approved.

d) Motion #4 – A motion which was duly seconded, that the PBCAA Board of Trustees will write a solicitation letter to be mailed to alumni, especially alumni and friends who are living and working abroad, with the primary purpose of raising funds to underwrite the upgrading of facilities of Philippine Bible College. Approved. (In relation to this motion it is requested that brother Cris Sacayanan be asked to provide the PBCAA Board of Trustees a list, according to the order of priority, the top five specific needs of Philippine Bible College, for instance computers, repairs of comfort rooms, repainting and lighting.)

5. Report on the development of a BCoC-Christian College Group dialogue.

a) Brother Edwin Valencia reported: Has caused the making of structural designs costing Php6,000 which he proposes for the campus at 18 Rimando Road, Baguio City; he also went to Cebu City for a talk with brother Salvador Cariaga; will organize a committee to pursue this plan.

b) Brother Erasto Fuentes Jr. reported that a Christian College somewhere in Benguet maybe established along Marcos Highway in a lot now owned by brother Maril Bayating. It may take five (5) to six (6) years from this time for the realization of this dream. February of 2006 will be the meeting of those interested persons/investors. It will be more of a foundation (non-stock corporation).

c) Brother Erasto Fuentes Jr. proposed to PBC and PBCAA for a Graduate School with tie up with Harding University.

6. Next meeting is November 25, 2005. Host is brother Cris Sacayanan, 18 Rimando Road, Baguio City.

PROCEEDINGS

1. A quorum was declared and the meeting was called to order by brother Eusebio Tanicala at 10:30AM. Brother Patricio led the prayer. Brother Sameon gave an introduction and he welcomed everyone to their home.

2. Minutes of the July 29, 2005 meeting was reviewed and approved with corrections of the date from 2205 to 2005, from Cypress to Crest on the address of the Sameons.

3. Sister Braga reported that five (5) among those nominated/elected members of the Board of Advisers have so far signified willingness to serve. More time should be given
for the response of others nominated to the Board of Advisers.

4. Bringing out a PBCAA Newsletter under the care of brother Rolando Dumawa tabled because there is no report of its progress.

5. PBCAA Website under the care of brother Eli Tangunan. The project is under study.

6. Promotion of active PBCAA membership is underway. The Vice President for Luzon, Visayas and Mindanao requested that a form be made and be distributed to al alumni to establish contact with them.

7.Brother Mar Bernardo makes a report about the turn over of file from sister Yen. Brother Bernardo says that he has to go over the files. Brother Bernardo further makes his projection about the financial status of the Association by encouraging members to pay their Lifetime Membership fee. Members are given up to December 31, 2005 to pay this Lifetime Membership fee. Those who have paid the annual fee this year may add this annual payment as part of the Lifetime Membership fee if the Lifetime membership fee is paid not later than December 31, 2005. All members of the PBCAA Trustees and PBCAA Board of Advisers are strongly requested to pay their Lifetime Membership fee not later tan December 2005.

8. Sister Braga reported that a dozen (12) monoblock chairs and office supplies have been purchased. These items are inside the PBCAA Office at 18 Rimando Road. It was recommended that tags with respective numbers be attached to the items so that these could be recorder and audited. That the property custodian is the Treasurer(currently brother Bernardo), and the property Auditor is the Auditor (currently sister Cabuenas).

9. It was reported by sister Braga that the tax exemption application form has been filed with the BIR last August 4, 2005 and a follow-up will be done for its approval.

10. A motion which was duly seconded and was approved that any member of the Board of Trustees who is absent from any regular or agreed meeting of the Board should be penalized and the penalty be equivalent to the highest expense incurred by member who comes from the farthest point. The computation includes jeepney and bus and taxi fares from the house of the member who comes from farthest point to the place of meeting of the Board including meal expenses along the way. As of August, the minimum amount is one thousand (Php1,000). The exemption from this approved motion is sickness that is duly certified by a medical doctor. Also basis for exemption is due to fortuitius events like floods and storms or barriers that effectively prevent attendance in the meeting. This provision takes effect in the September 2005 meeting.

11. It was agreed upon that the December 29-30, 2005 Alumni Homecoming will have more socialization and least lectures; no discussions of doctrinal differences but emphasize inspirational messages.

12. It was agreed upon that a copy of the directory published by brother Salvador Cariaga be secured to update the record of addresses of the alumni. The cost of the directory is Php150.

NEW BUSINESS:

1. Improvement of PBC atmosphere. That brother Arnold Zambrano convenes a group and invite brethren Sameon and Tanicala so that a formalized collation of ideas can be presented to the Baguio Church of Christ Elders and thereby arrive at a Philippine Bible College we want.

(Note: A recess was declared when lunch was served by the Sameon Family. Brother Eli Tangunan led the prayer for the food. Meeting was resumed at 1:00PM).

2. Brainstorming about the PBC we want

a) It was suggested that the campus be improved for the full operation of PBC, and a moratorium on renting of room be made except for married students who opt to stay on campus.

b) Suggested clearance of units be done by stages – no new tenants be accepted, current tenants should not be renewed after the termination of current contracts.

c) There should be curriculum development/improvement that will include ideas like the apprenticeship in the third year and fourth year with one half support from PBC funds and the other half from the congregation where the apprentice serves.

d) Brother Edwin Valencia informed the body that brother Erasto Fuentes Jr. and brother Salvador Cariaga can help increase the resources of PBC by making PBC a Christian College.

e) Brother Jun Patricio made a motion that was duly seconded that brethren Zambrano and Valencia being Business Managers, make a blueprint for the PBC we want and present this blueprint to the Elders of the Baguio Church of Christ. This motion was approved.

3. Because of the Philippine Mission Forum to be held in Tagbilaran City, Bohol in the last week of September that would overlap with the PBCAA Board of Trustees regular meeting and in view of the forth coming workshop of a “Christian College Group” in October, the next PBC Board of Trustees meeting will be hosted by brother Edwin Valencia on October 28, 2005. Brother Valencia invited the Board to hold its meeting in the house of brother Teofilo Alcayde which is located along Malvar Street, Baguio City.

4.3. Brother Mardonio Bernardo has the old records of sister Gavina Yen, the past
Treasurer. He wants to go over the file. Financial projection: he recommends
building up the Lifetime Membership Fund and place it in a separate bank account
which will be used to help in the burial expenses for alumni. To date twelve (12)
alumni have paid this fee.

4.4. Functions of Board of Advisers listed:

a) Elect from among themselves a chairman who shall serve as an ex officio
member in the PBCAA Board of Trustees;

b) As a collegial body, the Board of Advisers may forward recommendations,
proposals or ideas to the Board of Trustees through the BOA chairman;

c) Individual member of the BOA may call any individual member of the BT
regarding any issue that pertains to the PBCAA; and

d) As the need may arise members of the BOA may be called upon to promote
or support a program of the PBCAA, Inc.

4.5. The Secretary and President will write those nominated and elected to the Board
of Advisers to check on their availability and interest to serve in the said board.

5. New Business:

5.1. Budget for the PBCAA Office c/o Secretary Rebecca Braga. The amount of four
thousand (Php4,000) was appropriated for twelve(12) chairs and office supplies,
and the amount of five hundred (Php500) for petty cash.

5.2. As provided for in the By-Laws an annual general meeting be held in the last
Friday of March every year so the tentative dates were agreed upon: March 29,
2006 for arrival with evening activities; March 30 for program and general
assembly business meeting; March 31 home bound. Ad Hoc Committee for the
preparation and implementation of the annual general assembly chaired by
brother Eusebio Tanicala. The Program Committee will also be chaired by bother
Eusebio Tanicala. It was agreed upon that promoting attendance to this annual
general meeting among alumni will commence immediately.

6. Other Matters:

6.1. Sister Rachel Cabuenas suggested than an activity for the Association be held this
year in order to collect more membership fees from the alumni. End of December
is approved. More ideas for the December affair be submitted in the next meeting
including educational/livelihood seminar and fun games for the family. Tentative
dates: December 29-30,2005.

6.2. PBCAA contribution to Philippine Bible College scholarship fund: two thousand
(Php2,000) from brother Eliseo Tangunan for June and July 2005.

6.3. Secretary Rebecca Braga reminded the body on the need to contact Mr. Jojo
Gorospe of BIR to get a tax exempt certificate for PBCAA. The President will
Draft the letter and work on the project.

6.4. Next monthly meeting is set for August 26,2005 at the Sameon’s residence at
Pines Cypress Heights, Lower Kitma Road, Baguio City.

Minutes of May 27, 2005 (6:30pm) meeting read. Approved with the clarification about the resignation of brother John Quiniones, Sr. giving way to brother Santiago Sameon II as VP for the Visayas and brother Arnold Zambrano takes the position of Business Manager. This arrangement was with the consent of the three parties concerned.
Brother Felix Garlitos suggested that motions, deliberations, discussions and voting be among the Board of Trustees only. This was unanimously approved by the Board.
Minutes of May 27, 2005 (9:30pm) meeting approved except the issue on “PBC as a trade name was registered by brother Felix Garlitos as the sole owner.” Brother Felix Garlitos explained that “he registered PBC under the Metro Manila Church of Christ of 31 Samar Avenue, Quezon City with the Bureau of Domestic Trade. The Metro Manila Church of Christ allowed the registration to lapse and did not renew registration.”
It was suggested that the PBCAA study the possibility of owning/registering the name Philippine Bible College (PBC). Conference with the Metro Manila Church of Christ on this matter should be pursued.
PBCAA’s office at 18 Rimando Road has been granted by the Baguio Church of Christ Elders under certain conditions. It was requested of brother Cristino Sacayanan that the conditions be made known.

7.1. Brother Felix Garlitos turned over the Certificate of Registration of the Amended by-laws, SEC report and minutes of the May 27-28, 2005 general assembly meeting to sister Rebecca Braga and brother Eusebio Tanicala

officers will initiate a dialogue with the Baguio CoC. This was approved.

7.5. Another motion was made by brother Santiago Sameon II which was
seconded by brother Pablo Lachica that the signatories and other alumni
members be invited to the dialogue. Approved.

7.6. Motion made by brother Pablo Lachica that brother Eusebio Tanicala draft
a letter to be given to the BCoC leaders arranging for this dialogue. Approved.

7.7. Regular monthly meeting be changed from Saturday to the last Friday of
the month. Approved.

this mission.

7.10. On the matter of providing continuing education for PBCAA members -
more time to think but brother Santiago Sameon II as chair and brother
Edwin Valencia as member start making preliminary plans.

7.11. On the possibility of having a PBCAA Newsletter –PRO bro Rolando
Dumawa is in-charge.

7.12. On the possibility of having a PBCAA website – chair, Eliseo Tangunan.

7.13. On the matter of privileged use of BCoC Visitors’ Room by out of town
BT and BOA members who attend PBCAA officers meetings in Baguio.

AGENDA:

Election of officers among the Board of Trustees members. Brother Pablo Lachica presided. The Board approved a secret voting for election of President. Nominated and voted for President were:

Brother Eusebio Tanicala won as PRESIDENT for the Board. He presides over the meeting. The Board approved the raising of hands for the rest of the Board offices. The following were elected to the different offices in a proper election procedure.

AGENDA:

Brother Pablo Lachica suggested that Brother Rudy Mapile be retained as legal counsel. The Board will make a resolution creating the position. Unanimously approved by the Board.
Selection of the Board of Advisers. The following brethren were all nominated and approved by the Board.

New Business

3.1. Brother Pablo Lachica informed the Board that PBC as a trade name was registered by Brother Felix Garlitos as the sole owner. There was deliberation about the matter. Brethren Edwin Valencia and Santiago Sameon II suggested that we will ask Brother Felix Garlitos about his intentions and reasons behind. It was approved to invite him in the first official business meeting of the Board with the Advisers.

3.2. Next Board meeting – June 30, 2005, PBC Conference Room.

a) Proposed agenda will be enumerated and e-mailed or mailed to the Officers. Host for food – Brother Pablo Lachica. Cook-Sister Rachel Cabuenas

b) Financial records of the past Treasurer, Sister Gavina Yen. Brother Mardonio Bernardo, being the current Treasurer with the Board President will write a letter to Sister Gavina Yen to get all records.

c) Signatories PBCAA Bank Account – Treasurer, President and/or Executive Vice President to sign all money transaction of the organization. Make a resolution to Equitable PCI Bank Session Road for the new signatories.

d) Write a follow-up letter to Baguio Church of Christ requesting for a PBCAA office. Brother Pablo Lachica promised to donate a computer for the Board of Trustees office.
